The Secretariat

The Secretariat serves as the executive arm and implementation body of the OSC. The duties and functions of the Secretariat are aimed at providing support to the Secretary-General in the realisation of OSC’s institutional objectives and the effective implementation of the Organisation’s Programme of Activities and Strategic Plan.

Following the signing of the Headquarters Agreement between the OSC and the Ethiopian Government on 3rd November 2022, the Secretariat was established in January 2023, gradually operationalised by recruitment of its staff and is headed by OSC’s Secretary-General H.E. Manssour Bin Mussallam.

The Secretary-General

H.E. Manssour Bin Mussallam was unanimously elected at the Founding Summit held in Djibouti in January 2020 by OSC Member States as the Organisation’s first Secretary-General, for a six-year term. As Secretary-General-elect from January 2020 to December 2021, he appointed and Chaired the Preparatory Committee, setting the ground for the executive phase of the Organisation. His term commenced on 6 December 2021 during the opening ceremony of the first General Assembly  held in Geneva, Switzerland, in December 2021.

The Cabinet

The Cabinet of the Secretary-General is comprised of the senior management of the Secretary-General. Meeting on a weekly basis to report to the Secretary-General, the Cabinet serves as the principal coordination body of the Secretariat.

Dr. Hidayet Çilkoparan

Chief of Staff to the Secretary-General, Executive Office of the Secretary-General (EOSG)

Dr. Çilkoparan holds a PhD diploma in international relations and policy analysis from the Middle East Technical University, Ankara. He has extensive bilateral and multilateral diplomatic experience spanning more than twenty years. Previously, he served at the Organisation of Southern Cooperation (OSC) as Assistant Secretary-General for General Assembly and Logistics Management and played important roles in organising the first Extraordinary Meeting and Summit of the General Assembly on June 27–29, 2023, in Addis Ababa. In his current capacity, Dr. Çilkoparan supports the Secretary-General in managing his comprehensive and multifaceted agenda and supervises the operations of the offices under the Executive Office of the Secretary-General.

Dr. Shumete Gizaw

Under-Secretary-General for Technological Innovation and Digitalisation Enhancement (TIDE)

Dr. Shumete Gizaw brings over two decades of experience in academia, research, and government. He holds a PhD from Addis Ababa University and M.Phil from Norwegian University of Science and Technology-NTNU and has published and co-published numerous scientific and research articles. Before joining the Organisation of Southern Cooperation (OSC), he served as Director General of the Information Network Security Administration in Ethiopia and previously held positions as Chief of Staff to the Prime Minister of Ethiopia and State Minister of Innovation and Technology. Dr. Shumete aims to leverage his expertise and experience to help the OSC promote technological innovation and digital transformation that benefits all.

Dr. Shubhangi Sharma

Under-Secretary-General for Systemic and Endogenous Educational Development (SEED)

Dr. Shubhangi Sharma is an accomplished international development professional with over 30 years of experience. She provides leadership and strategic vision for advancing education equity and inclusion globally. Prior to her current role, she worked in India and across various countries, holding leadership, advisory, and technical assistance roles with national, international, bilateral, UN, and corporate foundations. Her focus has been on policy advocacy, organisational development, capacity building, programme management, and partnership development, with a strong emphasis on equity and inclusion. She brings a wealth of experience and strategic insights that have helped shape educational policies and programmes to improve access, quality, and relevance of education.

Mr. Papa. Malick Gaye

Under-Secretary-General for Administration (ADMIN)

Papa Malick Gaye is an accomplished financial management professional with over 30 years of experience. He holds a Master’s in Business Administration from the Université de Paris 1– Panthéon-Sorbonne and a Post-Graduate Degree (DESS) in Management Control and Internal Audit from the same institution. He has served in various positions within the United Nations system, including as an accountant in the Bureau of the Comptroller at UNESCO Headquarters, head of the Section of Extrabudgetary Resources in the Bureau of the Budget at UNESCO, senior finance and budget officer in the UNESCO Office in Brasilia, and administrator of the UNESCO International Institute for Educational Planning (IIEP). Mr Gaye brings to his work extensive experience in areas such as accounting, budgeting, finance, administration, and business management.

Prof. Hirut Woldemariam

Under-Secretary-General for Research, Evaluation, and Foresight (REEF)

Professor Hirut Woldemariam Teketel is an accomplished Ethiopian scholar and public servant. She earned her PhD from the Institute of African Studies at the University of Cologne in Germany and has authored and co-authored numerous publications in her field. She is a member of the Ethiopian Academy of Sciences and has served on the editorial boards of international scientific journals. Professor Hirut previously served as Vice President of Addis Ababa University. She has also held three ministerial positions in the Ethiopian government, serving as Minister of Culture and Tourism, Minister of Labour and Social Affairs, and Minister of Science and Higher Education. The University of Oslo awarded Professor Hirut an honorary doctoral degree in recognition of her contributions to academia and society.

Dr. Jim Ocitti

Senior Adviser to the Secretary-General and Director of the Office of Institutional Learning and Knowledge Management (ILKM)

Dr. Jim Ocitti is an accomplished international civil servant and scholar. He  holds a Law degree from the University of Essex in the UK and a Master’s degree and Ph.D. in Politics from the University of Bristol. He also spent time as a postdoctoral fellow at Harvard University. Dr. Ocitti joined OSC after decades of work at the United Nations, where he held various senior positions around the world. He brings to OSC deep experience in international cooperation, development, conflict resolution, and institutional learning. An avid writer, he has authored three books covering politics, history, and the media. His academic background, international experience, and scholarly publications make him a valuable asset to OSC’s mission of strengthening cooperation in the Greater South.

Dr. Getahun Garedew

Special Adviser to the Secretary-General for Environmental Policy and Climate Action

Dr. Getahun Garedew Wodaje is a respected environmental expert with over two decades of experience in environmental science, policy, and academia. He holds a Ph.D. in environmental science from the University of South Africa and an MSc. from Addis Ababa University. Before joining the OSC, he served as Director General of the Ethiopian Environmental Protection Authority and State Minister of Education in Ethiopia. He also held leadership roles at Wolaita Sodo University as an academic dean and assistant professor. An accomplished scholar, Dr. Getahun has published extensively in peer-reviewed journals on topics related to environmental sustainability. His work reflects his deep commitment to addressing the world’s most pressing environmental challenges through sound policy and action.

Dr. Koulsy Lamko

Technical Adviser to the Secretary-General for Heritage, Culture, and the Arts
READ BIOGRAPHY
Koulsy Lamko is recognised as « gos » by his native community, a multidisciplinary artist. Playwright, novelist, poet-musician, and academic, he holds a Ph.D. in Humanities and Arts from the University of Limoges. He serves as an Associate Professor of General Education, lecturing in universities and communities in Africa and Mexico on African Studies, arts and cultural management. Dr Lamko is the Founder-Director of the University Centre for Arts and Drama at the National University of Rwanda 1999-2002. Since 2003, he has lived in Mexico, where he founded Casa R. Hankili Africa. He heads the Coordination of Cultural Dissemination and University Extension at the Autonomous University of Mexico City (2014-2018). His work explores themes related to African cultures, history and the challenges in the Global South.
