The OSC: The Organisation of Southern Cooperation (OSC) is an international intergovernmental organisation, founded in January 2020 by countries from across the Global South, to “contribute to the equitable, just, and prosperous social transformation of societies by promoting balanced and inclusive education, in order to attain the fundamental rights to liberty, justice, dignity, sustainability, social cohesion, and material and immaterial security for the peoples of the world”.

Under the article 1.2.a and 1.2.b of the constitutive charter of OSC the Deptt of Systems Enhancement and Endogenous Development is set up to perform the following core functions, to:

  1. Provide Technical support, from a systematic perspective, in order to build balanced and inclusive educational systems
  2. Provide technical support and institutional capacity building in the areas of systemic governance, policy formulation and leadership development
  3. Host and Administer OSC Institute of Training

General Description

Under the overall authority of the Secretary General, guidance of the USG, SEED and the direct supervision of the chief of Section, Institutional Capacity Building & Policy Support , the Senior Specialist , Institutional Capacity Building would be responsible for closely working with the larger SEED team and the members states on the aspects of Strengthening the Public policies and , Institutions , building leadership capabilities to ensure that the 4 pillars of BIE are integrated and adequately reflected across educational system.

Essential Job Functions

  • Support in and Build capacity of govt institutions ( including educational policy apparatus , educational leadership , planning and administration institutes ) in building capacities of institutions their respective countries adopting a systemic approach framework;
  • Co-Develop and design tools , techniques , processes for institutions to review their effectivity in delivering BIE , identifying capacity gaps and the areas of strengthening the institutional capacities for;
  • Work with the officials / specialists in member states in developing a road map to improve upon institutional capacity to become an effective support system for delivering BIE;
  • Contribute to the development of annual work plans and submission from the Deptt of SEED to support the Secretary-General in the preparation of biennia programme proposals to the General Assembly, in line with the 2022 – 2029 Strategic Plan: “Building the Education We Need, Shaping the Future We Want”;
  • Any other tasks assigned by the USG, SEED and the Secretary General from time to time.

Education, Experience and Qualifications

  • Master’s degree (or higher) in Educational Leadership and Institutional capacity enhancement , organizational development , change and leadership from a reputed institute.
  • At least 7 years’ of direct work experience in the area of organisational development, change and leadership in a reputed National – International entity/ institute, government;
  • At least 5years of progressive work experience around supporting institutional capacity enhancement adopting systemic transformation approach of governance;
  • At least 5 years of experience in building tools, techniques , process guidelines around the review of Institutional capacities and development of a road map thereon.
  • Strong proven experience in the area of Institutional capacity Building;
  • Demonstrated experience in working with diverse set of stakeholders in the role of institutional capacity building within the framework of systemic approach;
  • Excellent proven experience in developing and execution of road maps around Institutional capacity enhancement;
  • Excellent oral and written communication skills;
  • Ability to draw clear , concise and executable work plans;
  • Strong conceptual thinking skills and ability to put the same into action;
  • Ability to operate sensitively and effectively in a multicultural environment and deal with cross-cultural sensitivity.
  • Proficiency (reading, writing and speaking) in English as well as in one other OSC’s official languages (Spanish, French and Arabic) is mandatory.
