The OSC: The Organisation of Southern Cooperation (OSC) is an international intergovernmental organisation, founded in January 2020 by countries from across the Global South, to “contribute to the equitable, just, and prosperous social transformation of societies by promoting balanced and inclusive education, in order to attain the fundamental rights to liberty, justice, dignity, sustainability, social cohesion, and material and immaterial security for the peoples of the world”.

General Description

Under the overall guidance of the Secretary-General and direct supervision of the Undersecretary-General for Public Relations and Engagement (PURE) , the incumbent is responsible for developing and implementating a robust Digital Communications Strategy to build and boost the digital presence of the Organisation on various platforms and contribute to skakeholder engagement, public outreach and strategic communications.

The Chief of Section oversees digital, social and online media initiatives for the Organisation through various collaborations with other departments and developing online strategies that increase OSC’s brand awareness. The incumbent also leads in the use of digital tools to support OSC-wide programmatic communications. The successful candidate is expected to bring experience in web project management, design and multimedia content creation. We are looking for someone who is a team player with strong interpersonal skills, keen instincts and sound judgment.

Essential Job Functions

  • Develop a digital communications strategy, website policy and related guidelines in alignment with overall communications priorities, policy directions and goals.
  • Responsible for planning/ design/ developing and testing digital communications projects.
  • Study how digital technologies impact the organisation and society, and recommend how the OSC should navigate and transform the functions and roles of communications to adapt to the increasingly complex digital landscape.
  • Utilize a variety of digital analysis tools such as Google Analytics, SEM Rush, Hootsuite, TalkWalker, CrowdTriangle, native social media analytics and more to generate detailed monthly and annual digital performance reports.
  • Provide timely and strategic insights on content performance (organic and paid) across various digital channels, and work with the respective teams to optimise content development and distribution processes.
  • Leverage social listening tools to inform actionable insights on trending topics in support of OSC’s priority programmes and projects.
  • Proactively monitor OSC’s Google Analytics to identify unusual traffic patterns,
  • Advise on best industry practices and suggest the use of new features and tools to optimise digital monitoring and evaluation.
  • Develop analytics and SEO standards, procedures and guidelines to ensure high quality of technical setup and implementation across all OSC’s web products.
  • Research and incorporate actionable findings on the latest digital analytics, SEO industry trends and best practices.
  • Any other duties as assigned.

Education, Experience and Qualifications

  • A Masters Degree in Digital Communications, Digital Marketing, Multimedia, Information Technology or related field.
  • A minimum of 10 years of relevant professional experience in digital communications and analytics, SEO, digital media, or digital marketing and strategic communications.
  • Expertise in Google Analytics, Google Tag Manager, and SEO tools and methodologies.
  • Expertise in social media measurement, with experience in all major platforms.
  • Expertise in paid media measurement, with strong knowledge of advertising strategies and experience in Meta platforms, Google Ads and other digital channels.
  • Close familiarity with social listening methodologies and tools.
  • Excellent analytical and communication skills: capacity to communicate complex findings in an understandable way.
  • Possess in-house design and digital development capabilities
  • Experience with cloud web services or other cloud technologies
  • Experience with analytics tools such as Google Analytics
  • Image and video editing tools such as Photoshop and Premiere Pro
  • Communications and cross-cultural skills to work closely with a team in a multicultural environment.
  • Professionalism: Knowledge of different aspects of media platforms both traditional and new media observing deadlines and achieving results
  • Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards
  • Teamwork: Works collaboratively with colleagues to achieve organisational goals; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; places team agenda before personal agenda;
  • English – Fluent
